Additional work permit qouta reduction for 2009 (Russia)

In order to reduce the number of unemployed citizens of Russian Federation Russian Government concluded to lay-off additional work permit quota for 2009. At the present moment decision of quota allocation is taken by Multiagency commission being in session twice a month (prochain dates of hearing 10/06/09 and 24/06/09). Each organization is treated customized.
 After consideration of your request one has two ways of solving this question:
1. additional payment;
2. representative’s independent participation (solely general directors and deputy general directors) upon salvation of this question by explanation of strong reasons for obtaining a foreign labor attraction permit.
 
For consideration of your request by Multiagency commission an intersession or substantiation performed on headed notepaper has to be provided to O. Netrebskyi, the Chairman of Multiagency commission regarding foreign labor attraction and employment; this intersession or substantiation requires to include the following information:
- name of organization, address, type of business (it is preferable to describe business in detail);
- aim of quota obtaining;
- motivation of foreign labor attraction instead of Russian citizens. 
   Also the following documents are required:
- quota request copy for 2009 with SI ‘MCTO’ mark;
- INN, OGRN, OKVED copies (require the stamp of organization);
- draft of labor contract concluded or being to be concluded;
- accommodation contract or letter of guarantee;
- copy of request reducing quotas.
